It Is Hard for a Leader to Explain Everything

I recently heard it stated that one of the hardest things for a leader to do is explain the reasons for all decisions that he or she makes. Obviously some decisions are made following public guidelines, however there are others that are made on  criteria which might can be explained but not understood by those not in your position.

Have there been situations where you have made a decision and not been able to explain why?
